I have used the scalar damage model and rotating crack model to simulate cohesive crack growth using OOFEM and both worked fine!

For the theory of the Smeared Crack and how it can be used to model cohesive cracks, Check Prof. Bazant's fracture mechanics book!
Also for the rotating crack model, you can find some information and examples in Prof. Milan Jirsaek's papers on "rotating crack"

sorry for late reply, I have missed this post somehow.
Although oofem comes with many fracture models based on smeared approach, there is also the possibility to have a discrete crack with cohesive constitutive law. To achieve this, you should use interface elements (quadratic one is available) and corresponding cohesive law. These interface elements are quite simple, so there is no problem to implement another one, if needed. For example, this has been used to simulate failure of brick wall, which appears from time to time on oofem top page. The disadvantage is, that you must manually place interface elements along assumed crack path, but for certain applications this is fine.
